Oxford County undertakes projects year-round to improve roads, properties and infrastructure. This keeps our transportation network in good condition and supports the safe and efficient movement of people and goods in and through our communities.

With a number of major projects taking place in 2024, this page has been set up to make it easier for residents to get information about the current road reconstruction work.

Oxford County construction projects

Woodstock

Oxford Road 59 (Vansittart Avenue) bridge rehabilitation 

Oxford Road 59 (Vansittart Avenue) Bridge reconstruction - Detour route

Construction work on the Oxford Road 59 (Vansittart Avenue) bridge in Woodstock is ongoing from February until December 2024. During this time:

  • Traffic is reduced to a single lane northbound only between Devonshire Avenue and Tecumseh Street.
  • Southbound traffic is routed to two detours:
    Detour 1: Oxford Road 17 west to Oxford Road 30 (11th Line)
    Detour 2: Oxford Road 17 east to Oxford Road 4
  • Tecumseh Street is open to local traffic only.
  • Pedestrian access has been maintained through a sidewalk on one side of the northbound lane, with the side of the lane subject to change during construction.
  • Access from Tecumseh Street to Pittock Conservation Area’s South Shore Trail also remains open, although the parking lot under the bridge is not open for public use. The City of Woodstock is advising residents of alternate parking at Pittock Dam (Rivercrest Drive), Roth Park (Highland Drive), and the Pittock South Shore Trail entrance (Lansdowne Avenue).
  • All transit buses southbound on the City of Woodstock Route 4 are being detoured during the construction period. Northbound bus routes will remain the same. For Woodstock Transit service updates, please visit the City of Woodstock website.
  • People travelling through this area should expect traffic delays. Please help keep our community and workers safe: respect work zones, obey traffic signs, and maintain a safe distance from equipment and vehicles entering and leaving the site. The posted speed will be reduced to 40 km/hr through the work zone, with speeding fines doubled when workers are present.

Oxford Road 9 (Ingersoll Road) road reconstruction - Completed

Oxford Road 9 in Woodstock - Detour RouteOxford County is starting Phase 2 of road reconstruction work on Oxford Road 9 (Ingersoll Road) in Woodstock beginning in August 2024 to make water and wastewater infrastructure and road safety improvements. 

During construction, Oxford Road 9 (Ingersoll Road) will be closed to all through traffic from Dundas Street to 180 metres south of Anderson Street, with access limited to local residents, businesses and emergency services. All other traffic should follow the marked detour route.

Detour: Oxford Road 2 (Dundas Street), Oxford Road 11 and Oxford Road 9

Oxford County has completed most of the reconstruction work and is now waiting on coordination of remaining work with CN Rail before the road can be reopened. We expect to have more information soon.

Oxford Road 15 (Parkinson Rd) and Springbank Ave intersection improvements - Completed

Detour map for OR 15 and Springbank AveSpringbank Avenue is closed from the Oxford Road 15 (Parkinson Road) intersection to Keyes Drive for intersection improvements. Improvements to the intersection include a new right turn lane for northbound traffic approaching the intersection, removal and replacement of existing asphalt, ditch re-alignment, and installation of pedestrian crosswalks along the north, south and west legs of the intersection.

Local traffic is asked to use secondary entrances located out of the work zone to access local businesses. A detour route is in place for the road closure.

Detour: Oxford Road 15 and Springbank Avenue South/Juliana Drive to Oxford Road 59 (Norwich Avenue)

Oxford Road 2 road resurfacing - Completed

Oxford County is completing road resurfacing work on Oxford Road 2 between Highway 401 and Oxford Road 22 (Muir Line) in the City of Woodstock and Townships of Blandford-Blenheim and Norwich. This work includes asphalt milling, cold-in-place asphalt recycling, hot mix asphalt resurfacing, granular roadside shouldering, and pavement markings. 

Oxford Road 2 will be restricted to one lane of traffic controlled by traffic control persons and pilot vehicles during working hours. During non-working hours, traffic will be reinstated to two lanes.

Construction will be completed in stages and will include periods of inactive work between operations. Road work is tentatively scheduled to begin in September and be completed in October 2024. Please note, construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.

Oxford Road 35 (Devonshire Avenue) and Clarke Street intersection improvements

Oxford Road 35 (Devonshire Ave) and Clarke Street intersection graphicConstruction to install new traffic signals and pedestrian crosswalks and re-configure existing turning lanes at the Oxford Road 35 (Devonshire Avenue) and Clarke Street North intersection.

The intersection improvements will increase safety for all modes of transportation and improve overall traffic efficiency in the area. Devonshire Avenue will remain open to traffic, but delays or interruptions can be expected at certain times during construction. Access to local businesses will remain open.

Construction is tentatively scheduled to begin in September and be completed in December 2024. Please note, construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.

Oxford Road 30 (11th Line) - Trail closure

Oxford Road 30 (11th Line) construction mapA section of the City of Woodstock’s Standard Tube, Burgess, and Rotary Club Millennium Trail along Oxford Road 30 (11th Line) is closed for work by Oxford County due to erosion between the roadway and trail.

To stabilize the slope and prevent further erosion, a retaining wall and further embankment stabilization will be designed this year, with construction expected in 2025. This section of trail will remain closed until construction is complete.

Estimated construction timelines will be provided in early 2025.


Norwich

Oxford Road 18 culvert replacements

Oxford County is replacing the culverts on Oxford Road 18, between the east limit of Norwich and 600 metres east of Base Line. The work also includes restoration works as required.

Oxford Road 18 between the east limit of Norwich and 600m east of Base Line will be closed to through traffic during culvert replacements; access will be limited to local residents, businesses and emergency services only. There will be planned detour routes in place for the road closure section, including applicable detour signage.

Stage 1 Detour: Stover Street South, Base Line and Airport Road

Stage 2 Detour: Base Line, Airport Road, Windham Line, Windham West Quarter Line and West
Quarter Townline Road

Culvert replacements are tentatively scheduled to begin in August and finish on October 23, 2024. Please note, construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.

Oxford Road 19 culvert installation

Oxford County is installing a culvert on Oxford Road 19 at municipal number 224943 between Zenda Line and Oxford Road 13 in Norwich Township. The work also includes restoration works as required. 

Oxford Road 19 between Zenda Line and Oxford Road 13 will be closed to through traffic during the culvert installation; access will be limited to local residents, businesses and emergency services only. There will be a planned detour route in place for the road closure, including applicable detour signage.

Detour: Zenda Line and Oxford Road 13 to Oxford Road 20/Cornell Road

Culvert installation is tentatively scheduled to begin on October 21 and finish by October 25, 2024. Please note, construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.

Oxford Road 37 culvert replacement - Completed

Oxford County is replacing the culvert on Oxford Road 37 between Westtown Line and Oxford Road 59 in Norwich Township. The work also includes restoration works as required. 

Oxford Road 37 between Westtown Line and Oxford Road 59 will be restricted to one lane of traffic controlled by traffic control persons during working hours. During non-working hours, traffic will be reinstated to two lanes.

Culvert replacements are tentatively scheduled to begin in September and finish by November 2024. Please note, construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.

Oxford Road 37 road resurfacing

Oxford County is applying single surface treatment on Oxford Road 37 between Oxford Road 59 and Swimming Pool Road in Norwich. The work includes asphalt padding, single surface treatment with stress absorbing material, and new pavement markings.

The road will remain open throughout resurfacing. The contractor will complete the work using lane restrictions and speed reductions.

This work will be carried out in stages with some periods of inactive work between operations. Work is expected to begin June 2024 and finish by August 2024. Please note, construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.

Ingersoll 

Pemberton Street and Charles Street West road reconstruction - Completed

Oxford County is replacing the existing watermain under the Canadian Pacific (CP) railway and Canadian National (CN) railway on Pemberton Street between Charles Street East to Carnegie Street in Ingersoll.

Additionally, sanitary sewer will be replaced on Charles Street West at Merritt Street. The work includes replacement of the existing infrastructure, including asphalt and concrete restoration works as required.

Construction begins on March 18, 2024 and is expected to be completed in June 2024. Please note, construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.

Two planned detour routes are in place for the road closure section, including applicable detour signage. 

Pemberton St. Detour: Carnegie Street to Mutual Street, and Charles Street East

Charles St. W Detour: Eastbound and westbound traffic will be routed to King Street, with Queen Street and Wonham Street South open to local traffic only

Oxford Road 9 (King Street West) road reconstruction

Oxford County is continuing infrastructure improvements to Oxford Road 9 (King Street West) from 580530 Hamilton Road to the CPKC Railway. Construction will include utility relocation; sanitary sewer, watermain, curb and gutter, and traffic signal and street lighting replacement; storm sewer repairs and improvements; sidewalk upgrades; and landscaping and restoration. 

Detour routes will be provided closer to construction. Construction is expected to begin in March 2025. 

 

Blandford-Blenheim

Oxford Road 2 road resurfacing - Completed

Oxford County is completing road resurfacing work on Oxford Road 22 between Oxford Road 29 and 580 metres south of Cuthbertson Street. The work includes asphalt padding, single surface treatment with stress absorbing material, and new pavement markings. 

The road will remain open throughout resurfacing. The contractor will complete the work using lane restrictions and speed reductions.

This work will be completed in stages with some periods of inactive work between operations. Work is anticipated to begin June 2024 and be completed by August 2024. Please note, construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.

Oxford Road 8 culvert replacement - Completed

Oxford Road 8 culvert replacement in Blandford-Blenheim detour mapOxford County is replacing a culvert on Oxford Road 8 between Hubbard Road and King Road in the Township of Blandford-Blenheim. The work includes the complete removal and replacement of the structure and pavement, and ditch restoration.

Oxford Road 8 from Oxford Road 22 to Plattsville will be closed to through traffic, with vehicles unable to cross the culvert for the duration of construction. Access will be limited to local residents, businesses and emergency services.

Detour: Oxford Road 22 and Township Road 13/Oxford Road 42 through Chesterfield

Construction is scheduled to begin on August 26 and finish in early November 2024. Please note, construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.

 

Tillsonburg

Oxford Road 20 (North Street West) road resurfacing

Oxford County is resurfacing Oxford Road 20 (North Street West), between the west limit of Tillsonburg and Highway 19. The work includes full depth asphalt removal, maintenance hole and catch basin adjustment, hot mix asphalt replacement and new pavement markings. Work also includes concrete curb and sidewalk improvements at the intersection of Oxford Road 20 and Quarter Town Line.

Oxford Road 20 will be closed to through traffic during road work, with traffic limited to local residents, businesses and emergency services. There will be a planned detour route in place for the duration of the road closure, including applicable detour signage.

Detour: Dereham Line and Highway 19 to Ostrander Road

This work will be completed in stages. Road work is tentatively scheduled to begin in September and be completed by November 2024. Please note, construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.

Oxford Road 53 (Tillson Avenue) site servicing (private contractor) - Completed

Tillson Avenue (Oxford Road 53), Tillsonburg detour mapSite servicing work at 208 Tillson Avenue (Oxford Road 53) in Tillsonburg begins Wednesday, August 28. At this time, Tillson Avenue will be closed to all through traffic from North Street East (Oxford Road 20) to Concession Street East, with access limited to local residents, businesses and emergency services. All other traffic should follow the marked detour route using North Street East, Broadway Street (Oxford Road 19), and Concession Street East.

This work is being carried out by a contractor for the Hydro One Networks Inc. property at 208 Tillson Avenue and is expected to finish by Monday, September 16.

 

East Zorra-Tavistock

Oxford Road 8 culvert replacements - Completed

Oxford County is replacing culverts on Oxford Road 8 between 13th Line and Oxford Road 22 in the Townships of East Zorra-Tavistock and Blandford-Blenheim. The work also includes restoration work as required. 

Stage 1: Oxford Road 8 between 13th Line and Oxford Road 60 will be restricted to one lane of traffic controlled by traffic control persons during working hours. During non-working hours, traffic will be reinstated to two lanes.

Stage 2: Oxford Road 8 between Oxford Road 60 and Oxford Road 22 will be closed to through traffic during culvert replacements and traffic will be limited to local residents, businesses and emergency services.

Please note, Stage 2 is now complete.

Punkeydoodles Corners intersection improvements - Completed

Oxford County is reconstructing and improving intersections located within Punkeydoodles Corners, which is located at the intersection of four road authorities with shared jurisdiction: Oxford County, Perth County, Township of Wilmot, and Region of Waterloo. The work includes a reconfiguration of the current intersections including pavement reconstruction, ditch work, street lighting and signage improvements. Intersection reconfiguration includes:

  • closing the west leg of Punkeydoodles Avenue at Perth Road 101 and adding stop control to east leg.
  • removing stop control on Oxford Road 5 northbound/southbound.
  • closing the north leg of Huron Road at the intersection of Huron Road/Perth Road 101.
  • adding a new southbound left turn lane, northbound right turn lane, and deceleration lanes along the curve on Perth Road 101.
  • realigning Road 101A at Perth Road 101 to meet geometrical design guidelines and improve sightlines.
  • adding lighting at the intersection of Road 101A and Perth Road 101.

To complete the required work, Road 101A and Perth Road 101 (Oxford Road 24) east of Line 33 to Concession Road will be closed to all traffic for the duration of the project. Access will be limited to local residents, businesses, and emergency services. Two detour routes will be in place for the duration of the project.

Eastbound detour route: Huron Road/Bender Road and Highway 7 & 8 to Walker Road

Westbound detour route: Highway 7 & 8 to Perth Road 107

Construction is scheduled to begin in August and expected to finish by November 2024. Please note, construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.

Oxford Road 24 (Perth Road 101) road resurfacing - Completed

Oxford County is resurfacing Oxford Road 24 between the east limit of Tavistock to 150 metres east of municipal number 986044. This work includes cold-in-place asphalt road recycling, hot mix asphalt resurfacing, granular roadside shouldering, and pavement markings.

Oxford Road 24 will be restricted to one lane of traffic controlled by traffic control persons and pilot vehicles during contractors working hours. During non-working hours traffic will be reinstated to two lanes.

This work will be carried out in stages with some periods of inactive work between operations. Road work is tentatively scheduled to begin in June and will be completed by end of July. Construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.

 

Zorra

 Oxford Road 16 road reconstruction (Phase 2) - Completed

Oxford County has started Phase 2 of road reconstruction work in Kintore to widen the road and right-of-way on Oxford Road 16 between Oxford Road 119 and 27th Line in the Township of Zorra. The box culvert located between 23rd Line and 25th Line will be removed and replaced. The reconstruction work includes removal and replacement of existing road makeup, ditch re-alignment and improvements to local storm drainage.

Oxford Road 16 will be closed to through traffic. Access will be limited to local residents, businesses, and emergency services. During replacement of the box culvert, access for local traffic will still be provided, but only from one direction. A detour route will be in place for the duration of the project.

Detour: Oxford Road 119 and Oxford Road 6 to Oxford Road 28

Construction began in April 2024 and was completed October 11, 2024. Construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.

Road 64 crossing Oxford Road 119 culvert extensions

Road 64 crossing Oxford Road 119 road closureOxford County is rehabilitating and extending the culvert on Road 64 crossing Oxford Road 119, located between the 21st Line and 25th Line, in the Township of Zorra. This work includes new culvert extensions with poured and reinforced concrete footings, walls, decks, and headwalls. It will also include minor pavement works, line painting, and creek restoration. 

Road 64 will be closed between 21st Line and 25th Line to all traffic for the duration of the project. Access will be limited to local residents, businesses and emergency services. Oxford Road 119 will remain open with two lanes, one in each direction, at a reduced speed of 60 km/hr. Please be prepared for minor lane shifts during construction. There will be a planned detour route to Oxford Road 45 in place, including applicable detour signage for the duration of the project.

Construction is scheduled to begin on July 15 and expected to finish by November 2024. Construction schedules are weather dependent and subject to change based on contractor availability and other operational demands. 

Oxford Road 33 bridge rehabilitation - Completed

Oxford County is rehabilitating the bridge on Oxford Road 33 between Oxford Road 6 and Oxford Road 59. The work includes rehabilitation of the structure including the complete removal and replacement of the bridge deck and girders.

Oxford Road 33 from Oxford Road 6 to Oxford Road 59 will be closed to through traffic. Access will be limited to local residents, businesses, and emergency services as vehicles will be unable to cross the bridge for the duration of construction. A detour route will be in place.

Detour: Oxford Road 6, Oxford Road 8, and Oxford Road 59

Construction is anticipated to begin on April 15 and finish by September 2024. Construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.

 

South-West Oxford

 Oxford Road 27 culvert replacement

Oxford Road 27 culvert replacement detour routeOxford County is replacing a culvert on Oxford Road 27 between Dereham Line and Oxford Road 10 in the Township of South-West Oxford. The work includes the complete removal and replacement of the structure and pavement and ditch restoration.

Oxford Road 27 from Dereham Line to Oxford Road 10 will be closed to through traffic. Access will be limited to local residents, businesses, and emergency services as vehicles will be unable to cross the culvert for the duration of construction. A detour route will be in place.

Detour: Dereham Line, Ostrander Road and Oxford Road 10
