Oxford Road 19 Corridor improvement

Oxford County has identified the need to improve Oxford Road 19 to support the safe and efficient movement of goods and people.

About the study

Oxford County completed a Schedule C Municipal Class Environmental Assessment (Class EA) Study for Oxford Road 19 (refer to map) to remove load restrictions in the spring within the Oxford Road 19 corridor from Plank Line (Highway 59) to Windham Road 19. Springford and Otterville settlements were not included due to recent upgrades under separate projects.

The road reconstruction will widen the right-of-way and improve the structural integrity of the road and adjacent shoulders. Accordingly, the purpose of this Class EA Study was to determine the preferred design concept.

The process

The Class EA Study was carried out in accordance with the planning and design process for Schedule C projects as outlined in the Municipal Class Environmental Assessment (MCEA, 2023), which is approved under the Ontario Environmental Assessment Act.

Alternatives were presented at Public Consultation Centre #1 (PCC) on June 9, 2022, and the recommended alternative was presented at PCC #2 on December 6, 2022. Following input received from the PCCs and consultation with stakeholders, the preferred alternative of Study was determined:

  1. improve road structure,
  2. widen the right-of-way; and,
  3. implement widened, partially paved shoulders.

Public review period

The Class EA Study Project File Report, which documents the planning process undertaken and conclusions reached, will be available for public review from November 22 to December 22, 2023, in accordance with the Municipal Class EA process. Requests must be received by the parties identified on the Section 16 Order Request Form (Minister, Director and the project contacts) by December 22, 2023.
