10-Year Housing and Homelessness Plan

Council will be asked to endorse "Housing for All, 2024-2033," the County's new 10-year Housing and Homelessness Plan. Widely informed by community feedback, the plan aims to address local housing needs by reducing homelessness, increasing affordable housing, and improving housing stability. It builds upon the actions and strategies of Oxford County’s first 10-year housing plan, approved in June 2015, while considering changing market conditions, needs, and financial challenges. The new housing and homelessness plan addresses critical needs across the housing continuum, including emergency shelter, transitional and supportive housing, market and affordable rental housing, and homeownership.

Parking and Stopping By-law amendments

Oxford County Council will be asked to authorize amendments to By-law 4897-2007, which regulates parking and stopping on highways and municipal parking lots under the County’s jurisdiction. This amendment will allow for the designation of on-street accessible parking near the Canada Post building on Oxford Road 18 in Norwich in response to a request from the Norwich Accessibility Advisory Committee. Additionally, the amendment will include a stopping offence on approaches to and following a pedestrian crossover, as required by the Ontario Traffic Manual. The amendments aim to enhance pedestrian safety and accessibility, particularly for residents with mobility challenges.

All-Way stop, Township of East Zorra-Tavistock

Council will consider a staff recommendation to install an all-way stop at the intersection of Oxford Road 28 (Maplewood Sideroad) and 16th Line in East Zorra-Tavistock. This recommendation follows an intersection review and study, showing an upward trend in collision frequency and sightline restrictions. Although the data does not fully meet Ontario Traffic Manual thresholds for an all-way stop, safety concerns and rising collision rates support the change. Adding stop control for north-south traffic on the 16th Line will require amending a Township of East Zorra-Tavistock by-law, which will be presented to the Township Council on September 4, 2024.

Water Financial Plan 2024-2030

Council will be asked to approve the Water Financial Plan for 2024-2030 to ensure the County's Municipal Drinking Water Licences remain valid. Oxford County oversees 17 water licences across 21 communities, totalling approximately 36,762 connections. These systems are categorized into four groups: Woodstock, Tillsonburg, Ingersoll, and Township systems. As the current licences expire in May and June 2025, a new financial plan is required for renewal applications due in November and December 2024. The plan provides financial projections that illustrate the sustainability of the water systems, including operational forecasts, capital investment strategies, and debt management. Once approved, the plan will be submitted to the Ministry of the Environment, Conservation and Parks, and the Ministry of Municipal Affairs and Housing and made publicly available.
