Secondary Unit Program
County Council will receive a report outlining the parameters of the “My Second Unit” funding program, first supported by Council in May 2022. The program seeks to provide eligible homeowners with a grant of up to $15,000 to create a new secondary rental unit within their homes. Homeowners will be required to enter into a funding agreement to ensure the secondary unit is rented at or below the Ministry-approved average market rent, for a minimum of 10 years, to a tenant with a total household income of less than $92,700, for a minimum of 10 years. The proposed program is a cost-effective and efficient way to increase the supply of rental housing and address gaps in the housing continuum for affordable rental housing and homeownership.

Renewable Energy Action Plan
County Council will be asked to support the implementation of the 2022-2032 Renewable Energy Action Plan (REAP), subject to annual approvals through the Business Plan and Budget. The REAP plan expands upon the County’s existing municipal renewable energy systems through a proposed multi-year capital implementation plan comprised of 23 projects, including solar photo voltaic systems, geothermal / air source heat pump, heat recovery and wood pellet boiler applications. Working in tandem with the 2019 Energy Management Plan and 2021-2025 Green Fleet Plan, the 2022-2032 REAP will provide significant ongoing opportunities for the County organization to reduce its environmental footprint and support climate change adaptation in support of County-wide municipal and community goals of reaching 100% renewable energy by 2050.

Zero Emissions Vehicle Infrastructure Program
Public Works will seek Council approval to submit a funding application to the Zero Emissions Vehicles Infrastructure Program (ZEVIP) through Natural Resources Canada (NRCan) to add 27 Electric Vehicle Charger (EVC) stations at strategic locations across the County. The County is seeking approximately $360,000 of ZEVIP funding to offset the overall EVC project cost of $1,380,000. This opportunity supports the County’s growing Electric Vehicle (EV) fleet as guided by the Council-endorsed 2021-2025 Green Fleet Plan.
