In 2007, the Ministry of the Environment, Conservation and Parks issued Ontario Regulation 453/07 under the Safe Drinking Water Act, which requires all municipalities with Drinking Water Systems to complete Financial Plans as part of their licensing. The intent of the regulation is to ensure municipalities plan for the long-term financial sustainability of their drinking water systems.
