POSITION SUMMARY:
This position is responsible for managing and making decisions to ensure effective day to-day operation and coordination of a section of the Paramedic Service (911 Operations, and/or Community & Education Programs), and is accountable for the organization and delivery of all field operational services relative to their operational section.
KEY ACCOUNTABILITIES:
- Manages operations of a Paramedic Services section, including the scheduling of priorities and deadlines; monitors and assigns work to direct reports; provides leadership to staff on all aspects of the provision of out-of-hospital medical care.
- Responsible for the planning, development and implementation of an operational program section and service objectives and strategies; ensures the Operations’ section’s policies, procedures, and objectives are uniformly understood and properly interpreted, implemented and administered by all assigned staff.
- Promotes a service-oriented culture and focus within Paramedic Services; develops and empowers staff by giving regular feedback, providing development opportunities and strategic direction, and encouraging staff’s participation in key decision-making processes, where appropriate.
- Contributes to the preparation of annual business plans and budgets for the section including alternate funding sources, and regularly monitors section performance, outcomes and financial performance. Authorizes purchases within assigned authority.
- Actively participates as a member of the Extended Management Team, supporting the organization’s programs and services by promoting the County’s Strategic Plan, Future Oxford Sustainability Plan, best practices, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission and values.
- Leads the implementation of process improvements and special projects and takes correctional actions when warranted.
- Performs the responsibilities of this position within the legislative and regulatory standards set out in the applicable Federal, Provincial and/or Municipal statutes.
- Liaise with Area Municipalities, Provincial Ministries, internal stakeholders, community stakeholders, and the public as necessary and appropriate, including complaint/dispute resolution.
- Understanding of role specific health and safety responsibilities, and ensured compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act.
- Participates in the rotation of Duty Manger assuming command of Oxford County Paramedic Services and acts as a senior lead in the Incident Management System (IMS) for major incidents or disasters.
- Participates in the grievance and collective bargaining processes as necessary.
- Receives and resolves escalated service related complaints, concerns and questions in a timely and responsive manner. Refers and notifies appropriate individuals when necessary.
- Performs other duties as assigned.
QUALIFICATIONS FOR SUCCESS
- Post-secondary education in Paramedicine, health sciences, or related discipline. Possess and maintain all qualifications as a Primary Care Paramedic (or higher), as required under the Ambulance Act. A post-secondary diploma or degree in Public or Business Administration, Leadership, or Management is preferred.
- Demonstrated supervisory or management experience within a unionized environment. Leadership experience within health care or other public sector environments is preferred.
- An equivalent combination of education and experience may be considered.
- Experience with business intelligence and quality improvement software is an asset.
- Ability to demonstrate the required competencies for this position in alignment with Oxford County’s competency framework.
- Demonstrated ability to identify and collaborate with internal and external partners to deliver programs, services and outcomes. • Clearly demonstrated skills to operationalize strategic concepts.
- Knowledge of relevant legislation, acts, statutes and regulations related to municipal and program specific operations including the Ambulance Act, Coroner’s Act, Highway Traffic Act and Incident Management Systems.
- Demonstrated ability to foster teamwork, lead and empower teams and guide effective project management outcomes.
- Valid Ontario driver’s license and a vehicle with insurance is required.

- Works in an office environment.
- Occasional driving to other locations within and beyond County boundaries to attend meetings and conferences.
