Municipal Class Environmental Assessment Study - Water Treatment Plant Process Residuals Management, Dereham Centre
THE STUDY
Oxford County has initiated a Schedule B Municipal Class Environmental Assessment (Class EA) study for upgrades to the Dereham Centre Water Treatment Plant (WTP) (refer to map). To continue to provide high-quality drinking water, Oxford County will be incorporating a new filtration process at the WTP to reduce iron and arsenic levels in the water. The new filtration process will generate backwash waste residual that requires management. All site work
associated with the project will be on County property.
The purpose of the Class EA study is to determine the preferred method of process residuals management at the WTP. The study will follow a comprehensive, sound and open planning process to ensure the objectives are met, and impacts to the protection of the environment, as well as public health and safety, are considered.
The Class EA study is being carried out in accordance with the planning and design process for ‘Schedule B’ projects as outlined in the Municipal Class
Environmental Assessment (October 2000, as amended
in 2007, 2011 and 2015), which is approved under the
Ontario Environmental Assessment Act.
THE PROCESS
Consultation with stakeholders is a key component of the study process. As a part of the study, a Public Consultation Centre (PCC) is being held to present the residual management alternatives that were evaluated as well as the preferred alternative and its associated impacts and proposed mitigation measures.
PUBLIC CONSULTATION CENTRE
The PCC will be a drop-in format to provide residents/ interested parties with an opportunity to review and comment on the recommended preferred alternative. Representatives from the County and its consultant will be present at the PCC to answer questions and discuss next steps in the study. The date and location of the PCC is as follows:
DATE: December 9, 2019
TIME: 5:00 p.m.—7:00 p.m.
Location: Dereham Centre Hall
312901 Dereham Line
Mt. Elgin, ON N0J 1N0
