Library board governance, OILC long-term debt financing
Library Board Governance
A report to County Council on January 23 will ask for approval to explore a governance option that allows County Council to act as the board of Oxford County Library. The report recognizes the efficiencies of the operational structure, which is highly integrated with County services, but notes ongoing challenges with reaching quorum at board meetings. The Library is asking to more thoroughly assess how such a change might impact its compliance with the Public Libraries Act, affecting for instance, its eligibility for grants and access to some services. In the interim, the report seeks approval to change the composition of the Library board now from nine members to five, made up of three County Council representatives and two citizen representatives.
